Dr. Tiffany R. Simmons, Ed.D., J.D., brings nearly 22 years of experience across government, higher education, nonprofit, and private-sector leadership. A licensed attorney, ICF-certified coach, and faculty member at American University and Howard University, she founded Mosaic Learning Collective to help organizations transform how they lead, develop talent, and deliver results.

Case Study: 01

Bell Consulting Group — Workforce Development Curriculum for Incarcerated Individuals

The Challenge

The education department within a DC correctional facility needed workforce development programming for incarcerated individuals — but the programs had to work without internet access. Existing curricula required online tools and connectivity that were not available inside the facility. The facility needed a program that would give participants real, credential-bearing pathways to employment while working within the security constraints of a jail environment.

What Mosaic Did

Mosaic Learning Collective partnered with Bell Consulting Group to design a custom entrepreneurship curriculum track specifically for incarcerated learners. The curriculum was built from the ground up to function entirely offline while still leading to recognized credentials. Mosaic also developed and delivered training for the facilitators — Bell Consulting Group staff members who work directly inside the facility — ensuring they were fully prepared to teach the material effectively in a correctional setting.

The Result

Participants gained access to a structured entrepreneurship pathway that begins during incarceration and continues after release. Facilitators received hands-on training tailored to the unique dynamics of delivering education inside a correctional facility. The program is now part of the facility's workforce development offerings through Bell Consulting Group's contract with DC government.

Case Study: 02

AI-Integrated Digital Literacy and Professional Certification Program

The Challenge

A workforce development organization in the Washington, DC, area received funding to launch a technology-focused employment program for adults ages 19 to 55 — but had no internal capacity to build or run it. The organization needed a partner who could take the program from concept to completion: design the curriculum, hire the staff, manage operations, and deliver measurable results that would satisfy their funder. The participants had widely varying levels of digital literacy, and a one-size-fits-all approach would not work.

What Mosaic Did

Mosaic Learning Collective served as the end-to-end program partner, managing every phase from design through completion. Mosaic built the curriculum around digital literacy and professional certification pathways, recruited and hired program staff, and oversaw daily operations from enrollment through graduation.

What set this program apart was Mosaic's integration of artificial intelligence across multiple dimensions of instruction and program management. AI tools were used to teach digital literacy skills, support psychological first aid for participants navigating personal barriers, track individual assessment progress in real time, and deliver personalized learning resources matched to each participant's pace and needs. Evidence-based evaluation instruments measured participant progress and overall program effectiveness throughout the engagement.

The Result

All 30 program participants completed the program. Every participant earned a minimum of three professional certifications. One hundred percent of participants secured full-time employment upon completion. The AI-driven assessment system enabled real-time instructional adjustments that contributed to zero participant attrition — no one dropped out. The program met every funder-required outcome measure.
